Codes You Should Know


The City of Fowler enforces municipal codes that help maintain clean, safe, and well-kept neighborhoods. Below are some of the most commonly cited code requirements for residential properties:

Trash Container Removal
FMC 5-21.101(i)
Trash, recycling, and green waste bins must be removed from the street by noon the day after your scheduled pickup. Leaving containers out can block sidewalks and create safety hazards.


Sidewalk and Driveway Obstructions
FMC 5-21.101(h)
Items or vehicles may not block sidewalks or cross the curb in areas without a proper curb cut. A permit is required for any encroachment into the public sidewalk or roadway.


Landscaping and Yard Maintenance
FMC 5-21.101(h), 9-5.21.12(G)
Front yard landscaping must be kept clean, trimmed, and consistent with the original approved landscaping plan, including the presence of at least one tree. Dead lawns, missing trees, or overgrown vegetation may result in a notice of violation.


Outdoor Storage of Personal Property
FMC 5-21.101(s)
Excessive personal property, such as furniture, equipment, or boxes, may not be stored in areas visible from the street. Maintaining a tidy exterior helps preserve neighborhood appearance.


Building Permit Requirements
FMC 5-21.201
A building permit is required for any structure over 120 square feet, or for any structure attached to your home (such as patio covers, sheds, or room additions). Always check with the Community & Economic Development Department before starting construction.


Parking on Paved Surfaces Only
FMC 5-21.101(z)
Vehicles must be parked on paved surfaces such as concrete or asphalt. Parking on grass, gravel, or bare dirt is not allowed and may result in enforcement action.


Storage of Recreational Vehicles and Boats

Recreational vehicles, boats, and trailers must be stored out of public view, either within a fully fenced rear or side yard, or inside a garage. Storing these in driveways or front yards is not permitted.


Prohibited Use of RVs as Living Units
FMC 5-21.101(q), 9-5.2004(F)
RVs, trailers, and similar vehicles may not be used as housing, guest units, or accessory dwellings. These vehicles must remain unoccupied and stored according to City regulations.


72-Hour Limit for On-Street Parking
FMC 4-4.204(a)
Vehicles may not remain parked on the street in the same location for more than 72 consecutive hours without being moved. To avoid citation or towing, make sure to move your vehicle regularly.


Proper Curbside Parking
FMC 4-4.214(a)
All vehicles parked on City streets must be parked parallel to the curb and no more than 18 inches away. Diagonal, angled, or improperly positioned parking is not allowed.
